Yes you can use fake plants, I'd use a fair amount of them so that the barbs have somewhere to hide and feel safe if they need to (they normally just swim around everywhere)

I wouldn't use an undergravel filter, they're just a pain in the ass. 

Buy a hang on back filter, I'd suggest and Aquaclear 50, they have a whole basket of filter media as opposed to a tiny thin cartridge. 

Also be sure to buy a heater (100 watts would be perfect) and to let the tank cycle.
