What is a good application for mac os x tiger to create full size (512 x 512) icons for mac os x leopard

I want to create applications for tiger and leopard but leopard requires a large 512 x 512 icon for coverflow but i dont have enough money to buy mac os x leopard to get the xcode 3.0 sdk.

All of the applications i have found only make 128 x 128 icons

Photoshop does not make icon files.

    You can get it in a 30 day trial or purchase it.
